Vote Judi Won Pat Borja for Congress

Judi Won Pat is the youngest daughter of the late Ana Salas Perez of Piti and Guam’s first Congressman, Antonio B. Won Pat of Sumay. She has three children, who she raised as a working mom and for many years as a single parent after the passing of her husband, Melvin Borja. Judi is also the grandmother of four.

Like her father, the late Antonio B. Won Pat, Judi is a life-long educator and public servant. She has dedicated her work to improving the quality of education for Guam students and improving the quality of life for our community.

Judi’s professional career began in classroom as a teacher at G.W. High School and then-Agueda Johnston Junior High School. She went on to work as a guidance counselor and then as a school principal at then-Dededo Middle School and F.B. Leon Guerrero Middle School. Judi is recognized as the “Mother of Middle Schools” for her tremendous reform of middle schools.

After dedicating 25 years to the Guam public school system, Judi became an advocate for changes in education standards and was elected a Member of the Guam Legislature in 1994. She served as the Chairperson of the Committee of Education and Higher Education for numerous terms during her 18 years in office.

Judi was selected as Guam’s first woman Speaker of the Guam Legislature, an office she held for 5 of her 9 terms as Senator. Known to work across party lines to generate support, she oversaw authorization for the construction of public schools using innovative financing options, the establishment of charter schools, assistance to local cattle ranchers, and financial assistance for first-time homeowners.

Judi has developed strong local and regional relationships with leaders in various industries and continues to advocate for opportunities that contribute to the island’s sustainable growth.

Judi is reminded of the struggles of families today who are hurting and in need of support more than ever. With the well-being of our families as the foundation of her agenda, Judi looks to expand economic opportunities and protect our environment for sustainable growth for Guam.
